Yes. The pouch supports the whole body, the opening is soft and stretchy so there is no pressure on their neck, and they can climb out any time they want.

There is a horizontal zip across the front. Unzip it, your pet climbs into the pouch, and their head pops out through the round opening below. Zip it back down and they are tucked in against you.
